MOA

The Memorandum of Agreement (MOA) is a document unique to Gunstock.  The MOA is between Gunstock and the Belknap County Delegation.  The agreement is for Gunstock to pay the County an agreed to amount from Gunstock’s annual excess revenue to Belknap County in order to reduce the County Tax burden on its residents. Agreements are typically negotiated for a 5 year period.

Gunstock (GAC) and the BCD first agreed to a MOA in 1992.  Annual payments to the County over the last 27 years have averaged $150,000. One time annual payments to the County are usually made in July.  A MOA has been in place every year since 1993.  Gunstock has made annual payments to the County, in full and on time, every year.

In 2018 the BCD did not accept the negotiated MOA for $175,000 put forth by Gunstock.  Instead, the BCD requested an annual payment under the 1959 Enabling Act provisions be made.  Without a MOA in place, no payment was made by Gunstock to the County in 2018.
